Summary Plan Description

NOTICE TO ALL PARTICIPANTS IN THE
WESTERN PENNSYLVANIA TEAMSTERS AND EMPLOYERS PENSION FUND
CONCERNING THE RECIPROCAL AGREEMENT WITH THE
CENTRAL PENNSYLVANIA TEAMSTERS RETIREMENT INCOME PLANS

On November 13, 2001, the Western Pennsylvania Teamsters and Employers Pension Fund ("Western Pennsylvania Fund") entered into a Reciprocal Agreement with the Central Pennsylvania Teamsters Retirement Income Plans 1987 and 2000 ("Central Pennsylvania Plans") to provide for the payment of reciprocal (partial) pension benefits to eligible participants who retire on and after July 1, 1999.

Pursuant to the Reciprocal Agreement, a participant may be eligible for the receipt of reciprocal pension benefits if the participant meets the eligibility rules of both the Western Pennsylvania Fund and the Central Pennsylvania Plans. In the event a participant is eligible to receive such benefits, the benefits paid to the participant by the Western Pennsylvania Fund will be calculated in accordance with the Fund's rules, and the benefits paid to the participant by the Central Pennsylvania Plans will be calculated in accordance with the Plans' rules.

The Western Pennsylvania Fund will only enter into a reciprocal benefit if the Central Pennsylvania Plans provide the equivalent benefit. Thus, the Western Pennsylvania Fund will enter into a reciprocal benefit with the Central Pennsylvania Plans for an eligible participant for normal, early, disability, 25-And-Out (Accrued Benefit), or 30-And-Out (Accrued Benefit). The Western Pennsylvania Fund will not participate with the Central Pennsylvania Plans for the $1,500, $2,000 or $2,500 25-And-Out Benefits, or the $2,000, $2,500, $3,000 or $3,500 30-And-Out Benefits, because the Central Pennsylvania Plans do not provide the equivalent benefits.
